Front Wall Control

I'm going to be building a brick (facing brick) wall at the front of my house and then sitting a railing on top. I'm not exactly sure of the control height that the wall can be built including the railing.

Can anyone help

Yes, your local building control office. Give them a call. It varies from locality to locality. In some areas it's 3ft, others 4ft, some places you're not even allowed to have a front wall at all!
