Frost protection and min thermostat temp

I have a Kingfisher MKII RS80 boiler in the garage, and am often away with work.

In the winter I leave the heating on with the thermostats wound down, but the lowest they go is 10c. I'm using a lot of gas.

I notice in the garage next to the boiler their is a thermostat that is set at 3 on a smaller scale. Is this for frost protection?

If I leave the heating off, should the garage frost thermostat override?

I have been tempted to change the house thermostats to ones that go down to 5c instead of 10c ..
