Why are Openreach faffing on with separate ONT units and hubs?

My sister, who's upgrading from FTTC internet to FTTP, has been told she needs a double socket for the two hardware units.

With our FTTC internet, we were both supplied from our ISPs with a combined VDSL modem/router so surely a combined ONT/hub is feasible?

I can only presume the ONT is the equivalent of a BT master and requires a power source.

That's exactly it - the ONT is Openreach property and is the end of their network, anything after that is either ISP or consumer property.
Just as the old master socket was the last Openreach item before other equipment was connected to it.

The ISP equipment for FTTP is just a router, there is no equivalent of the modem as fibre signalling is already digital, so there is no analogue-digital conversion.
