Don't believe everything you read online.

The guys running the new supply cable found a loose earth wire today.

Fixed by tightening the terminal, not replacing the cable.

I've just moved into the house a few months ago and I've redecorating the whole place, so if a rewire is due soon then now would be the best time since the place is a building site anyway

Pay an electrician to produce a proper inspection report. Make it clear to him that he will not be invited to carry out any work he recommends. Post scans of his report pages here.

it would take likely a month, mainly down to waiting for the council to give the go ahead to move to next stage.

My understanding is Eric, they are not actually allowed to dictate to you (only make reasonable requests) and it`s actually up to them to keep up to speed with you and not impede your work - as stated by my Local B C O.

Lets face it, most if not all Local Authorities did not want to jump thru hoops to do this Part P compliance and would much prefer all works to be taken care of by suitably registered competants persons electric.

Not in full agreement with you on that one I`m afraid.
A pro would look at it first (A lot of I & T first procedure starts with use of the most importand of tools - the Mark One Eyeball) not always conclusive in itself and some degree of further inspection (slacken or removing things to take a further peep) before even involving test gear.

But often, part way thru the I & T procedure you have enough evidence to conclude "yes it really needs a full rewire" being the most prudent answer.
Is it fair to go right thru the whole EICR/Periodic and charge full cost if it if the outcome is 99.99% certain of a total flop?

also bearing in mind if you intend to keep some half decent parts of the installtion then costs of doing so properly can approach or exceed the "rip it out and start from scratch approach" of course one also has to beware of the rogue traders that are in every trade and they can certainly spin either way!

If the op plans to stay put in the property, a professional rewire is an asset.

Also looking at those accessories it would be a good time to add more sockets, create more circuits etc

If you are living there while it’s done DO NOT underestimate the mess and aggrivation and upheaval the rewire will make

I seem to remember they have 14 days, if not inspected in 14 days, you can move to next stage. But I would suggest upsetting the BC inspector is not a good move.

Ours insisted on an extractor fan for the wet room, as he said no one would open windows when visitors to the house could walk past the window, the extractor was switched off as soon as he left, never to be used again.

The BC takes responsibility for health and safety so if they say home can't be used until completed, you need to pay for a hotel for the family.

The list goes on, so you say yes will do that, even if it seems daft.

Well there is nothing in rven in Part P to say you must use BS7671 to comply, in fact it used to state in guidance any other Europen State but then again then was nothing to stop you insisting that you followed the national code of another civilised country such a Nigeria for example actually you could say America (as in USA if you could actually convince other thast the USA is a civilised country!)
