my tiler tiled diector on our concrete kitchen floor (1960 house concrete). I noticed the grout has a white fuzzy bit. i tried cleaning it off, but no luck. any thoughts? i was wondering weather he should have laid ply to tile it

If you mean grout bloom ( white haze on tile surface) this should be thin enough to buff off with a dry coarse cloth , no water.
