Garage 6" lower than next doors path

Hello,all,
Our garage is 6" lower than next doors path,which runs the length of the garage.
She has a drain pipe which pumps water straight on to the path. No drainage.
Our garage floor is constantly damp,it has a damp course,but not high enough.
Could it be possible to hack off the old rotten rendering,apply some lead flashing the length of the garage,(in the angle at floor level between the path and the bottom of the garage wall).then render over the top.?
The flashing at the floor level could be fitted under the block paving?? By lifting then refitting after??
But then again ,could the water then run into the garage under the flashing?

And is your garage wall right on the boundary, with no space to include any form of drainage?

Which was built first? The path or the garage?
 
The wall is right onthe boundary,no room for drainage.
Path and grade built around the same time.
 
Could the drain pipe not be moved or extended so that the water coming from it went away from your garage, is there not a gully somewhere that it could run to.

Our neighbours great,we maybe able to move the drainpipe, but. We still have the problem when it rains,.

perhaps you could offer to pay for having the path relaid with a fall away from your garage.

While it is being dug up you could have a go at tanking the outside wall of the garage, down to (at least) floor level
 
Thank you both for your help and ideas,will be speaking to neighbour this week.
We hope to move drain pipe to other end of path,pull up block paving the length of garage, and "Tank" both sides of the garage wall.Then relay the paving.

you might also put in a "trench gutter" (can't remember the proper name, but they usually have a slotted concrete or metal grill top) at the edge of path/side of garage, or backfill with clean stones
