You need to contact Building Control ad register the job so they can inspect. It's not just about sompleting it to Reg its about getting it signed off.

If you complete the job and then try to sell the people buying will ask to see the paper work to say it has conformed to regs. If it hasn't got the paperwork then it might as well not conform as it would have to be taken apart to inspect you have done what has been said!

Your first port of call is the council and a building notice...of course there is a fee for this!
