Garage Floor What to cover?

I have a double length garage with a concrete base which seems to have a raked effect, see photos.

I am trying to reduce dusting whilst hoping to level it off and paint it so its easier to clean.

No cars go in the garage just road bikes and lawnmower and garden stuff, nothing heavy duty like working on cars....just a road bike stand

Also bare brick work on all that I want to seal and thinking PVA ?

I would love a painted floor but thinking a rubber tile would be move straight forward due to the raking effect.

Would be just me doing the work also.

PVA? Specific sealers?

If you just want dust free brush on weak mix of Pva and water , lots of different floor finishes available for garage floor depends on budget.
