Can someone tell me, if you look out of your window at your back garden fence between you and your neighbour, who is responsible for getting it fixed when the wind blows it down?

The conveyencing clerk should have found whose responsibility each boundary was when you bought the house (and them let you know) - it should also be in the house deeds.
