Garden Room Base

I’m planning to replace this old rotten shed with a new timber garden room. The area is currently paved - Can I build the garden room with that as a base or do I need to create a concrete base?

It should be fine. Just make sure there is airflow underneath, so raise it up on a few paving slabs or bricks.
