Garden tap isolate help

Hi


Im replacing my old garden tap with a new check valved bib tap.
The problem im having is when I isloate the cold feed water to the house via the stopcock the garden tap doesnt isolate.
Ive left the tap running for a couple of minutes and water keeps coming out at full pressure.
The garden tap is the lowest point in the house if that helps.

Any tips please

Does it feed from inside? Trace the pipe back to point of origin, it could be that its teed off before stopcock (not really allowed), or it could be an additional stopcock was added above original and teed off from in between those. The garden tap should have it's own isolation valve anyway and double check valve inside where practicable.

Its a really old house the pipe goes into the ground have no idea where it ends up.
Dont think it was ever fitted with a separate isloation valve to the tap.

If you isolate main, then combi is isolated. Presssure is in your heating. If the pipe goes into the ground then it’s possibly a feed teed off the incoming main, so if you turn off the boundary (outside) stopcock, water should cease to flow.
 
You need to find you mains toby valve out in the street and turn that off and see if that isolates the outside tap.
