Gas isolating cock in a flat

Hi all

Just been to a 1st floor flat to quote for new boiler but on inspection it did not have an isolating cock in the flat anywhere and all the gas pipes are 3/4" iron in the concrete floor.

As this was built in 1972 was this a requirement then as it is today?

If not do I have to fit one, god knows how, when I replace the boiler, or is it ok as regs are not retrospective?

Even if it wasnt it would be classed as NCS nowadays and as you know it should be corrected but what can ya do.

Aslong as the meters accessible downstairs. Most gas certs i do are for flats and very rarely do you see a gas cock. Finding the meters are hard enough!
