One stop-cock for four flats

There is only one stop-cock for all four flats in our building. The water goes up to a tank in the loft for supply into all four bathrooms.

Presumably, at some stage the drinking water supply was diverted from source to each of our kitchens.

None of the flat owners have any stop-cocks or isolating valves in the toilets.

When i asked our water authority for a stop-cock for our flat, they said they did not offer this service. They said we should install our individual stop-cocks by freezing the pipe.

I assume you agree with the advised remedy for our situation.

We, all four flats, also wish to have water meters for our flats. Is it not required to have individual stop-cocks at the pavement level for the meters?

i had this problem and i found that when they install the water meter in the property they also include a stop cock, if just only for their own future convenience.....!
