Just dug up the pipe between newish water board stop cock and the house.
With 2' of freezing water I have managed to remove white plastic cover from stop cock but cannot recognise the stop cock key shape. Its not square, feels like a standard nut shape but hands too frozen as it is full of water due to broken pipe to work out the size. trial and error does not work. There are two cocks in the tube ours and the water board both fitted by the water board. theres seeps to be a 2" is lever but even though its new it seems stuck. Does anyone know how to switch of either or what size our one is. Thanks Des

Judging by the description - it's the "two inch lever" you need to turn.

It should in line with the pipework - in the open position your need to quarter turn it to shut off the supply.

Unusual for them to seize - they will only turn one way so it may be worth another try.
