Gas pipe under kitchen cabinets

Hi,
Not sure if I am able to ask this question here.

I had a gas engineer run a pipe to a cooker a few months back, but it turns out that rather than chasing the pipe or running it against the wall, he just ran it under the cabinets, about 6 inches from the wall.

Is that safe and legal? If not, who should I contact? (the engineer is not responding to my emails, texts or calls)

If It's clipped/properly supported etc, I can't see a problem. It's certainly out of harms way. Maybe access to the back wall was not possible. Maybe a pic of the install would help.
