Gas Pipe within Floor

Just need some clarification please. A new ground floor is being laid, chipboard straight ontop of the rigid insulation i.e. no screed over the insulation to run the gas pipes, normally Kuterlex etc.

My question is, where would you run the gas pipes in the ground floor, could you run it within the insulation under the chipboard??
