Getting gas brough up side of drive way and told i need a plinth at box. Why?

I am getting gas brought up to the side of house along driveway. The gas company have stated i need a plinth at box. It says pipe needs flat surface ground to box. Why? The ground is basically flat maybe very mimimul sloping that is very hard to notice.
 
Not sure what you’re on about. Are you getting a semi-sunken box? @gas112 may know better than me.

Take it box is semi concealed and being sunk into the ground ?
I think now what the gas company meant is the area around the bottom of wall a track is needed for the pipe to sit flush against wall going into the bottom of the box. At first i thought they meant the ground needed to be level. What you guys think?

No, still not a Scooby-doo about what they want. Looks like a standard recessed meter housing/box.
 
How far out from the brick work does that concrete section stick out ?
The pipe does go tight to the wall for entering into bottom of box . Be easier just cutting a channel into the concrete for pipe to sit in it and as they are digging a hole a couple of foot deep they should be able to chop off enough under ground to get pipe to go flush . Failing that they want some sort of frame around box onto brickwork to bring it out to the same distance as that bit of concrete

Yep... Translated as...
Plinth projects further than brickwork and the box and supply pipe need to be on the same plane.
So, either chop a channel in the plinth flush with brickwork or build/pack out the brickwork to flush with plinth.
