Getting rid of various 'problems' in garden

Have recently moved into the new house, and the previous owner has left everything in a state. The garden is grown over with buttercups, thistles and also the wheat type grass (not sure what it is called) I heard that these are quite difficult to get rid of, can anybody offer any advice?

Also, round the front is a small tree growing near the house foundations, which, obviously is not good at all. Whats the best way to remove it?
