Ghosting? Damp?

Hi, just about to buy this 2014 house and the issue wasn't brought up on the survey, maybe as it was dry when done. Not sure whether this issue is ghosting or damp and whether I need to be concerned? Thoughts would be much appreciated thank you.

What is "ghosting"?

The render has a problem, and it looks like it requires renewal. And if the cavity is fully insulated, and it's holding water, then that's another problem.

'Ghosting' is a phenomenon whereby the outline of the blockwork is visible through the render as a result of penetrating dampness from the underlying masonry.'
 
I was just checking whether your "ghosting" was in fact 'pattern staining', and it seems it is, but that's not the problem.

You'll need to check whether the problem is with the render or the coating - normal paint. Or the roof verge.

You may need your surveyor to revisit just to inspect the issue and add this as an addendum to the report.

A thermal image camera may help.
