I'm currently glossing some wooden skirting boards. They need a second coat. Should I lightly sand the first coat before applying the second?

Doesn't really matter, you can't tell from head height.

What is the time scale between applying two coats of gloss, so the second coat of gloss won't peel off easily?

I would leave it a good week to harden fully. If you start sanding gloss too soon you will tear off the first coat and it will need much more work to correct it.

Roofmog, the best way wether it be skirting boards or doors
Casings or whatever is to `flat`off or rub down with the finest
Wet or dry sandpaper in conjunction with water.
With practise and good technique you`ll get a finish as smooth
As a ceramic tile.
