glow in the dark paint?

I have an old room which used to be a baby nursery. The previous owners painted starts and moons with glow in the dark paint, which shines bright in the night.
Now i am starting to decorate this room but find it hard to sand these areas all down. Is there anything else out there to remove all this horrible paint? Or do i just paint two coats over it.

Paint over it, then once dry apply a thin layer of filler, then once dry slightly rub down, then apply thinned down emulsion on porous filler area's, then once dry emulsion all areas................
