Gloworm 30cxi keeps revving up when turned off

The boiler works fine but when turned off it keeps revving up as if its trying to turn itself on. Its almost continuous non stop. Im no expert but is this a sign something is going wrong? The letting agent isnt interested.

Possibly the water flow sensor is sticking, can't remember, off hand, what type your boiler has.

It sounds as if its trying to turn itself on but failing? Does this sound as if its malfunctioning?
