Glowworm Ultimate 40FF water Pump is constantly running?

Ever since we put the heating back on, and timed for the up coming colder months (About 7 weekes ago), the external boiler water pump is constantly running. The boiler has been used all year on timed for Hot Water, so has not been inactive.
I have also noticed that the boiler will ignite for 30 seconds or so even though the timer control (In the Kitchen) says it should not come on.
EG Boiler came on at 10:14pm tonight even though timer says
Time 1 - 05:30am to 07:30am
Time 2 - 05:00pm to 08:00pm

Have tested room thermostat (Downstairs hall) by changing temp and boiler does not react. If outside above times.
Have noticed that the thermostat/PCB control box attached to the boiler (underneath) has a number of red LEDs inside it which are constanly on, not sure if this is correct or not, as never looked before the fault occured.

Have tested voltage between P an SL and is at 0v, but pump still running.

Any suggestions would be much appreciated.

PCB is single fuse design.

Suspect you probably have 2 motorized valves in the airing cupboard and the hot water one is sticking on, but also worth checking for a frost stat if the boiler is outside main building.
 
Yup, 2 motor valves in 3rd bedroom cupboard with boiler unit. Looks like it's the CH motor valve that is duff, HW one moves position when timer goes on and off, CH one does not move. Manual lever very stiff and when moved feels like its not connected properly (Stiff, then very loose), but will stop motor when manually moved.

Will remove cover and check if has come loose otherwise may have to replace it :(

CH Motor valve looks like it's working now even though manual lever a bit dodgy. Timer switches motor valve on and off correctly.

Possibly freed the mechanism when I forced the lever to move.

Will leave for now, don't fix what ain't broke... lol
