Glued wood and underlay

Hello,
I am in the process of choosing a wood floor - this will be ground floor level, underneath there is a basement (with tv etc) that requires sound proofing, so acoustic underlay is required… when I read about solid wood parquet it says requires glueing. Does anyone know if underlay and solid wood floors are not a compatible and I should try another option that doesn’t require gluing? I’m on a budget so can’t afford expensive workarounds but would be grateful for any thoughts. Thank you

The wooden blocks are glued down then sanding flat with a floor sander.
Then the wood is treated.
I don't know how the floor would be soundproofed with a surface ready to stick blocks to.

Soundproofing is all or nothing. You need to install the correct system. You need to ask the flooring people what your options are
 
You can’t float solid wood floors on an underlay, they have to be directly glued to a correctly prepared and perfectly dry/moisture tested subfloor.
 
Use an engineered oak floor which can be floated on an underlay.
