Goblin Bagless Vacuum Suction

Hi any idea what this part is and what it’s function is? It sits inside the lid of the dust collector.
The vacuum works fine until I put the dust collector on which increases the suction making it almost impossible to push!
All looks ok but thought the part in the photo may have something to do with the problem. Any ideas ladies and gents? Thanks
