Basically, they want to make specific offences of tampering with emissions control equipment (blanking off EGR valves, gutting cats and DPFs, AdBlue emulators, remaps, etc) and upping the fines. They also want to update the MOT emissions test by adding some more requirements for Euro 5 and 6 cars, because the existing test is too low a bar for them. Most likely, they will add a bit of equipment that does a better job of measuring particulate emissions than the existing smoke meter, (a "Pn" tester). My guess is that nothing much will change for cars registered before about 2010, but the test might get a bit tougher for cars later than that. DPF deletes should be easy to spot if they go for this new bit of kit, but EGR and AdBlue mods will still be harder to detect.
