Gravel problems

Hi folks.
The house we moved into has 20mm red chip in the back garden. I know it's unsuitable for a sub base on its own, could I mix it with a finer gravel/dust to bind it? Saving time and money, changing to Type 1?
There is also poured concrete under the majority of the area.
