Two questions here really.

1. My flags in the garden get very green and stay moist even when it is dry outside. Looking out the back bedroom window our neighbours dont have the same problem in their gardens.

2. If there is no fix to my green problem them can I buy some fancy flags and lay them on top of the exisiting ones? Is this normally done this way?

perhaps you could try a union jack flag?

seriously it sounds like you have a drainage problem, which is why they stay wet, becuse the water isn't getting away
 
If they are in constant shade and never dry off then any paving will go green, as gcol says periodical power washing may be the only way. And NO dont lay paving on top of existing paving, or at least I wouldnt unless you know for sure that the existing has been laid correctly and wont move and that you wont be bringing the finnised level up too far and.....................
