Groundwork question, filling void

Hi there

I'd appreciate some advice about a path I need to replace.

In the picture is a decking path at the front of my house. Underneath is a void of varying depth up to 400mm. Previous owner had cowboy builders in to waterproof cellar. They dug out the old path and then scarpered when they realised job was beyond them. The owner put the timber deck down over the hole they left.

I want to fill in the void and lay a stone path. I was thinking of filling the whole thing with hardcore and compacting, but have calculated it would take a lot of hardcore to fill it. I'm wondering if there's anything I else I could use to fill the bulk of it to save money (and my back) and then top of with a layer of hardcore. Or is hardcore only a safer bet?

If there are alternatives to hardcore, what could I fill it with?

The surrounding soil is heavy clay.
