The UPS3 PP settings are far too low, you will require ~ 16LPM for those rads and probably around a 3M head at this flowrate, based on this, PP2 will only provide around 12LPM at a 1.7M head.
I would suggest changing to constant pressure CP1 at a constant 3.0M at 16LPM or CC1 which at 4.1M will give 16LPM at a head of 3.5M.
