Gym flooring on concrete floor

Hi,

I the process of turning my garage into a home gym, went to pull up the caroet today thinking it was just laying there but previous owners had glued it down.

Got all the caroet up finally but wondered if I need to get all this black stuff up.

I'm laying gym tiles (1mx1mx20mm) and wondered if it's necessary to get every bit of the black stuff up. I wanted carpet up, as didn't want moisture etc to get in.
