H/W rad and H/W cylinder

Two questions I need advice on please.
1) If I want to run a heated towel rail off of my hot water system, how is this done? E.G. I want the rad to work with the hot water in the summer when the c/h not on. Don't want to go electric. I have a open vented system.
2) I am replacing a hot water cylinder. On the new insulated cylinder I take it that I need to cut an area out down to the cylinder so as to fit my cylinder thermostat? I know it needs to be 1/3 of the way up.
