A quick question please is a higher or lower TPI hacksaw blade better for cutting through metal, if the blades are made of the same material the only difference being the TPI? The blades usually come in 18, 24 or 32 TPI i am guessing, which is better for cutting through metal nuts and bolts?

Lower TPI is going to require more effort for greater removal. Higher TPI less effort for lower removal. Any will work but middle of the road is a good starting point.

The blades are hardened after the teeth have been cut, so the steel is harder than the material you are cutting. Watch from 2:10....

 
If cutting really thin material, you want a higher TPI to stop it jamming up, ie more than 1 tooth in the cut. With something thicker it goes a lot quicker with less TPI, and less clogging of the blade.

which is better for cutting through metal nuts and bolts?

A dremel or similar with a decent cut off blade and a flexible shaft for tight places or a multitool with the correct blade. Bit more expensive than a hacksaw blade but you will find no end of uses for either once you have one.

I can think of far better things than a Dremel to spend money on.
