Hair line cracks in wooden window cill

Hi neighbour due to neglect has hair line cracks in hardwood window cills and needs help to fix this.
Need help in identifying course of action including naming matterial to use thanking in advance.
1.Remove all flaking paint and sandpaper to make the area sound (can he use paint striper)?
2.Does he then prime the area with wood primer? If so which one if not
Does he put filler if so which one?
3 Then the surface can b painted after above is done.

An picture or two would help but, generally, you need to:
  • Scrape away all loose paint or use paint stripper/heat gun if necessary.
  • Sand grey and weathered timber back to a good surface, and also any remaining paint to provide a key and to feather-in any raised edges.
  • Prime any bare timber with a suitable grade wood primer, using knotting solution on any knots in the wood first.
  • Fill blemishes with fine surface filler or deeper holes with wood/all purpose filler.
  • Sand the filler smooth.
  • Prime the filled areas.
  • Undercoat and topcoat the entire surface.
  • Admire a job well done.
Bear in mind that external window ledges will require a suitable exterior grade primer and paint system.

Thank you for the valuble help/advise will it be ok to use ronseal hairline crack filler?
Or can anybody name one another! they are actual hairline cracks that need to be filled.
