half of the radiators are not heating

Hi All.

There is a standard raven heat boiler heating a house with 11 radiators. The problem is only the upstairs radiotors are heating up, the downstairs remain cold. Also with this problem the hot water only lasts 30 secs max. the boiler then has to be switched off and reset. You turn it back on and wait a while for another 30 second blast of hot water.

Can anyone diagnose this fault? and is it DIY fixable?

Could be pump or system full of crap.
Was it flushed or powerflushed when the boiler was installed?
 
Don't know the boiler was already in when the house was bought. I've been told by another person it might be the pump. Is this a diy doable job. I've fixed the expansion vessel and changed the pcb on another boiler which I found relatively simple. How does changing the pump compare.
