Half pedestal problem

I have purchased a half pedestal wash hand basin, can anybody advise how this fits to the wall. The bracket I have cosists of
2 springs
2 large nuts & 2 strange washers with 1 large hole and 3 small holes.

The 2 strange washers with 1 large hole and 3 small holes, are hung onto the rawl bolts that fasten the Hand Basin to the wall.
The springs clip into one of the smaller holes & are left hanging, when the half pedestal is offered up to the basin pull the springs & clip them into the holes in the pedestal.
