when central heating is turned on the pressure gauge goes up to three bar and blows out of blow off pipe after about 15minutes. Also the pressure has dropped to nearly 0 baron occasions. There are no visible leaks, when system is off pressure stays the same am i right in thinking the pressure vessel is the problem or is it something else any advice appreciated

I agree,but may also req a new prv if its being doing it a while as it may not re-seat correctly and get a constant drip.
