hardboard interior walls and other stories

Heyas :)

I looked at a house today with intention to buy and have a few queries. I wonder if anyone here can advise me.

Firstly, the joists in the cellar are aparently rotten and need replacing. They are currently propped up with acro-posts. Is this going to be expensive to repair and can it be D.I.Yed?

Secondly, all the walls have been covered in hardboard. The hardboard is showing no signs of damp and is sound but is this safe/usual? We are on a limited budget and a complete replaster is out of the question unless I learn how to do it myself!

Finally, the staircases over the 4 floors are very steep and akin to a spiral staircase. I would like to replace at least the one from the ground floor to the first floor. How big a job would this be and would I need planning permission to do so?
