Have damp coming into concrete internal floor

Since refurbishing my house I have mould smell and damp coming into sitting room.THe only change is a concrete ramp installed outside where there used to be crazy paving but it doesn't seems to come above dpc level.THe membrane may be missing between concrete and painted and rendered double skinned block work but builder said there was a membrane underneath so it shouldn't soak up ground water.A roof will go over once planning get into gear but meanwhile I am stuck with this mystery.I have little money left now and am about to be pensioned off!

There should be about 150mm distance between external floor level and DPC.
If you encroached this space, it is likely you will encounter problems.
