Can you hear the pump start?
I like the Heatline, simple boiler with quite accessible parts.
Pity I never seem to be called to any!
However they suffer from the usual faults with cheap to buy boilers that they are badly fitted by non CORGI installers on dirty systems.

Based only on what you have told us, the boiler seems to respond to a demand for heat but does not run the pump and goes into a fault condition without even running the pump.
Are you able to measure the resistance of the temperature sensors with the boiler cold?
