Heat meters

Is there anyone that could comment on whether a heat meter could be a worthwhile choice and if so make a recommendation for me to look at.

I have a commercial premises and shall have a a largish boiler around 50KW and a SMLE400 downstairs. There is a flat upstairs and my options are either to install a standalone small combi upstairs or to heat and provide DHW from the SMLE with some sort of metering for usage. That way the flat could benefit from the big reserve of hot water for rapid bath filling and I would not have to have a second boiler installed and serviced.

Install a separate Combi with a Secondary gas Meter, if you use your mian boiler you will be using a 50Kw boiler to heat the flat every night and weekend when your office is closed which would not be very economic

I may be competely off on a tangent here but with the flat supply coming from the 200L plus primary side of the SMLE, could the "reheat thermostat switch" (sorry don't know what it should be called) be set at a reasonable differential from the "hot enough thermostat" (ditto) so that the boiler is only active for a burst heating back up that differential and then being inactive for some time. Or do boilers work better when they are on for extended periods. Please educate me.

It's a "loft" style flat with a SIP roof, augmented by silver bubble wrap, so it's really well insulated and there is quite a degree of passive heat rising, despite the double plasterboarding, as we have a lot of lights in the suspended ceiling below. I doubt whether I would need more than 10KW heating load, although I haven't done the sums

I would like to avoid the expense and ongoing maintenance of a second boiler if I can, particualry since I might end up having that second boiler downstairs too, as putting a flue through the SIP panel and through the Britlock Slates would be a bit of a nightmare.
