Why do heat only boilers always have the F&R going up from the top of the boiler & never have gate valve on to isolate the boiler?

Because they dont have any safety groups, ie PRV & expansion vessel. Boiler is AR if valves are fitted before the open vent.

Thanks - that explains the valves - how about why all system boilers exit from the bottom? Why dont they exit from the top? when they do the valves are still always at the bottom?

System Boilers will not be on an open vented system so pipe routing is not essential but easier to conceal with bottom exit to the valves. Heat Only have to exit from the top as the open vent must rise continuously without obstuction to the expansion tank vent.
