Heated Towel Rail Leaking

Hope someone can help. I have a very old heated towel rail in our bathroom which I fitted a few years ago. It has started to leak where the bottom rung joins the upright piece ( I don't know the technical terms) but it leaks from the fixed 'knuckle' of the 'T' piece. Is there a special compound or cement I can use to fix this or does it need to be welded or replaced altogether?

Thanks Andy, but I have an added problem that the flow valve isn't working correctly so that when they are both shut off water still get in and leaks. I intend to replace both valves anyway but the leak isn't so severe that it's coming through the kitchen ceiling, it's just that I am topping the boiler up far to regularly. As a temporary fix, I am replacing the valves and refitting the rail 'in-situ' for now but was hoping I could repair the rail as it is an antique really and a nice piece of furniture

It might be be badly rusted inside and removing it and transporting it for welding might open up new leaks.
