Heated towel rail

Hi all,

We installed a heated towel rail which got so hot we can't use it! (Opposite problem to the posts I've read researching this!!) We bought a crome towel radiator from Focus and installed a 600W electric element in it and filled it with water. It got up to 80 odd degrees and wasn't safe for a toddler to be around. We don't have central heating so it was supposed to heat the bathroom a bit with a top up if necessary from the fan heater we have installed.

Question is what size element should we get now? I calculated we'd need a BTU of 2000 for our bathroom which is (I think) what we got. We've seen a thermostatic element at 150W but are worried it won't even heat the towels!

Also is water with inhibitor OK or should we fill with oil/something else?

Don't want to keep buying and trying, so advice gratefully received!!
