Heated Towel Rails

When our new bathroom was installed we had a small heated towel rail in the toilet and a larger one int he bathroom both running directly from the central heating system.

My question is:

Can these be fitted with a thermostat to control the temperature?

The one in the toilet gets extremely hot and I am concerned someone may burn themself if they get too close so I would like to be able to turn it down.

No, apart from turning the boilerstat down which will lower all the rads.

It wont turn them off, it will restrict the water flow.
