Heating and hot water advice

My daughter has just brought her first house, a Victorian terrace with the usual 2 up 2 down layout and the kitchen and bathroom extensions on the ground floor at the back.
She has had the local electricity company around and they have advised to have a direct 150 litre cylinder. A plumber has also been round and recommended the same and for heating to have electric radiators, not a wet system.
What would you recommend for a heating/ hot water system? Maybe she can fit the suitable boiler now and fit radiators at a later date?
We are not in the UK and have a superheat electricity tariff that supplies cheap electric for 18 hours a day that the EHC Comet direct boiler can use.

If two people who have visited site independently of each other have recommended the same solution, it's quite likely that that is the best solution
