I can only assume that there is some other control mechanism out of sight that is diverting the hot water supply away from the bathroom/en-suite rads. The house was never supplied with a specification or system diagram for the hot water/heating and control system so there maybe something out of sight - think that is known only to the original installer!
Having looked at the wiring in the control centre box in the airing cupboard in the past whilst trying to trace out what was and wasn't firing the mid position valve it doesn't much resemble the indicated standard installation so can't be sure what else is going on....
But without any other obvious control you would assume any call for hot water would also supply the rads.....
