heating comes on with hot water when it shouldnt

Hi, been reading through the boards and some people have had a similar problem but i didnt see any conclusions.
My problem is that the heating comes on, although you only switch the water only on. We had a new ideal icos boiler fitted in march and two 2 port valves were also fitted along with a new pump, so the valves shouldnt be sticking, is this likely now to be a wiring issue, if so is there anything i can try to prove this?

Turn the hot water on first then find the heating valve and check its closed. On 1 end it will have a movable arm.
Try and slide the arm across, if there is resistance the valve is closed and is passing.
If there is no resistance the valve is either stuck open or is being being given power to open.
To test this switch off power at fused spur.
If the valve remains open its stuck, if it moves back to closed its getting power from somewhere and that will need tracing with a multimeter.
