Heating Communal Areas in Flat Developments?

I am currently working on a flat development and the client is wanting the communal areas heating, there is 2 ways as I see it-

1) Electric panel heaters run off the landlords supply

2) Radiator system run off a dedicated boiler located in the plant room.

If a rad system was installed would the rads have to be the LST type? I'm not sure if there are any regs on this?

The communal areas are quite large and the development is quite a high spec job.

Any thoughts out there.

I'm not sure about LST rads, however I would put them in, just in case - law suites. Gas is about 1/4 to 1/3 of the price of electricity to run. Have a dedicated boiler using a weather compensator. Many boilers now come with these integrated in the boiler. Don't have TRVs and make sure the rads are positioned properly and properly sized.
