Heating gets up to temp but then won't click back on whem temp drops

We had a recent issue with our heating system after calling an emergency plumber to fix a leak, but that's another story. A reputable plumber came and fixed the issues and the heating worked, but now there seems to be a new issue. The heating comes on at the time it's set to, and gets the house up to temperature, but then once it goes off it doesn't click back on as the temperature dips. However if you switch the control panel on and off at the wall it then kicks in. I assume this means it's an issue with the control panel itself or could it be something else? Boiler is a worcester greenstar Ri, control panel is a boss therm bup2.
 
Could be the thermostat, motorised valve, or the programmer. Can you elaborate more on the other 2?

Not sure about the motorised valve, it's just a standard looking metal one! That was replaced just over a year ago. Thermostat is a basic Honeywell Home DTS92E1020 Wireless Digital Room Thermostat (DTS92E).
